In conversation with Paulino José Miguel

For decades, Paulino José Miguel has been committed to the participation of migrants in development policy. Read in the interview how his commitment to migration and development has shaped him and what expectations he has for the future.

Dear Paulino, congratulations on the Federal Cross of Merit and on the recognition of your many years of commitment. You are a specialist promoter for (post-)migrant associations at the Forum der Kulturen Stuttgart eV, networking the industry and actively shaping our intercultural coexistence in Stuttgart, the state and far beyond with your work. You have significantly shaped the understanding of migration and development. What do you think of when we talk about “migration & development”?

When we talk about migration and development, I think first of all about people. I think of the people who are involved in this process. They are people who are not only thinking about themselves, but also about the communities they originally come from and in which they currently live and beyond. These are people who want to keep societies together and not divide them. That is why they are working to improve conditions in their countries of origin and here and around the world.

Thank you for the context. Can you give us an insight into what's coming up this year?

We have a lot planned for this year. One point remains the announcement and exchange of our position paper with impulses for action on the special position of (post-)migrant engagement in the development policy funding landscape. There is great interest in this - we have received numerous inquiries from various actors.

We are also working on an expert paper in which we would like to specifically involve migrant experts from various institutions. Especially now that migration has become an increasingly sensitive issue - a development that I view with concern - a clear, strong position is needed. Our goal is to promote social cohesion and strengthen our democracy.

What expectations do you have of organizations like the SEZ and also of politicians to promote (post-)migrant engagement in development work? What role do you see the SEZ playing?

Organisations such as the SEZ and politicians play a crucial role in promoting (post-)migrant engagement. Important progress has been made in recent years, but there is still much to be done.

The SEZ has already implemented numerous projects that strengthen (post-)migrant actors. One example is the Africa Forum, which was supported and coordinated by the SEZ from the outset not only financially but also organizationally. The Baden-Württemberg State Ministry also supports our work - for example through the migrant development policy network, in which state officials and even State Secretary Rudi Hoogvliet actively seek exchange with migrants.

I hope that the SEZ will continue down this path and convince even more foundations and organizations to specifically promote the commitment of (post-)migrant initiatives. This support should reach as many people as possible in order to have a lasting impact.

What do you wish for next year in terms of your work and commitment?

For the coming year, I hope that the recognition of my commitment will be extended to other people with a migration background - in particular through stronger support for projects initiated by and for (post-)migrant communities. Another important goal is to anchor people with a migration background more firmly in key positions, such as committees and boards of umbrella organizations. Their presence and participation at these levels are essential to make their perspectives more visible and to drive structural change.

What does the official recognition of your work through the Federal Cross of Merit mean to you?

For me, the official recognition of my work is also an appreciation of the commitment of all (post-)migrant actors. I see myself merely as a mediator, as a voice for all those people with a migration background who work for the common good every day.

I accepted the Federal Cross of Merit on behalf of all of them – for those who often remain invisible but who play a key role in shaping our society through their work.

Working better together in four languages

In June 2024, the new edition of the brochure "Reflecting on North-South Partnerships - a Questionnaire" was published. The translation into French, English and Spanish is now finally available.

Those who ask questions change the world - that was the idea behind creating a catalogue of key questions with which one can "reflect on partnerships". The cooperation between associations, partnership groups and people in the North and South changes the world. How you work together is just as important as what is done and with what goal. We are very pleased to present you with the new edition of our material. It was created with the knowledge of specialist promoters from all over Germany who work on international cooperation and was finally published in three other languages ​​in December 2024. The catalogue of questions is intended to serve as a tool for those active in North-South cooperation and to support them in continuously reflecting on their work, thinking about new solutions or initiating change processes. Actively dealing with the questions should strengthen and further develop their cooperation. Because only through continuous reflection and open dialogue can sustainable partnerships be achieved.

The questionnaire looks at familiar topics, current debates and potential areas of tension that have so far received little attention in the North-South partnership. From dealing with decolonization and power-critical perspectives to justice in global partnerships - insights into topics that enrich and further develop partnership work. We ask old and new questions and are excited to hear your answers or new questions!

Partnerships are diverse, lively and changing. This list of questions is therefore designed to be used flexibly. From basic structures to specific situations, it offers suggestions for discussions and reflections.

2nd Africa Forum #RewritingTheNarrative

On October 26, 2024, the 2nd Africa Forum Baden-Württemberg became the centerpiece of the Ludwigsburg Africa Days. Under the motto #RewritingTheNarrative - Shaping the future together, the meeting was dedicated to young voices and new narratives from the Afrodiaspora. A day that broadened perspectives, created inspiration and paved the way to a sustainable future together.

Continuation of a Vision: The 2nd Africa Forum Baden-Württemberg
After the successful start of the first Africa Forum Baden-Württemberg 2022 under the motto #ChangingTheNarrative The 2nd Africa Forum Baden-Württemberg sent a strong signal on October 26, 2024 in Ludwigsburg: #RewritingTheNarrative was the focus and addressed the reorientation of narratives about Africa and the path to a fairer and more sustainable future. This year's focus was on the active role of the Afro-diasporic community and its contribution to key future issues.

In the spotlight: Contimi Kenfack Mouafo – Germany's Student of the Year 2024
Contimi Kenfack Mouafo, founder of 3 E's 4 Africa eV, the event. His message: young people and local engagement are central elements for forward-looking cooperation between the diaspora and global actors. His words set the tone for a forum that celebrated innovative ideas and the power of joint efforts.

strengthening political participation
A central concern of the forum was the promotion of political participation. The Pan-African Council of Baden-Württemberg, founded this year, played a key role in this. Silvia Holzhäuer-Ruprecht and Dr. David Tchakoura presented the council and its vision:

“There can be no discussion about Africa without including Africa itself.”

Representatives Njeri Kinyanjui, Nzimbu Cathy Mpanu-Mpanu-Plato and Vera Sompon shared their personal stories and motivations that led them into politics. Their perspectives highlighted the diversity of reasons for political engagement:

“For me it’s about democracy and equal living conditions for all.” (Njeri Kinyanjui)

“My office gives me power – it’s a nice feeling to be able to have a say.” (Vera Sompon)

They also gave valuable tips for entering politics, including: getting informed, starting locally, looking for like-minded people (Cathy Plato); finding mentors and staying open to learning processes (Vera Sompon).

A Bridge Between Generations
The platform dedicated to young voices was particularly impressive. In a lively discussion with Grace Alele, Contimi Kenfack Mouafo, Mervdy Nkangu, Faisal Osman and moderator Jenny Mushegera, the diversity and potential of local engagement became apparent.

The younger generation expressed clear wishes for intergenerational cooperation:

“I hope that there will continue to be open spaces and platforms for our engagement.” (Grace Alele)

“I hope for trust and the exchange of experiences and contacts.” (Faisal Osman)

“We need acceptance for new paths and perspectives.” (Contimi Kenfack Mouafo)

“I hope that people who are not part of the discussion will also be taken into account.” (Mervdy Nkangu)

She thanked those who had pioneered this work and opened doors and built networks, with the hope that this work will continue and be shared.

A day full of inspiration, workshops and enjoyment
In addition to inspiring lectures and discussions, the forum offered practical workshops on topics such as technology transfer, cultural identity and political participation. Special thanks go to all the initiators and participants who enriched the event with their contributions.

Musically, 17-year-old violinist Calia Noémia Celestino Rádio enchanted the audience with a multifaceted repertoire from classical to pop, creating an emotional highlight of an eventful day.

Finally: An impulse that remains
Like the moving sounds of My Way and lift me up, which Calia Noémia Celestino Rádio brought to life on this day, the 2nd Africa Forum Baden-Württemberg also stands for the courage to go one's own way and at the same time to inspire and support others.

It reminded us that everyone has the power to rewrite history, build bridges and create a fairer future – in their own way, at their own pace and, above all, in community.

The catalogue of criteria “Reflecting on partnerships” was published in 2020. The first edition was launched under the motto “Those who ask questions change the world”. In June, a second catalogue of questions was drawn up by specialist promoters from the field of international cooperation and the Association of One World State Networks in Germany e. V. In a conversation with Dr. Kidist Hailu, you will receive information about “Reflecting on North-South Partnerships – A Questionnaire” and learn what recommendations the brochure and the specialist promoter give to the partnership groups.

Can you briefly describe to us what exactly you do?

I have been part of the SEZ since 2021 and, as a specialist promoter for local partnership initiatives, I coordinate workshops and seminars on topics relevant to partnerships, for example on transcultural communication, child protection, discrimination-sensitive language and decolonization of partnership work. I also coordinate a platform for exchange opportunities between those involved and offer advice for the partnership groups in Baden-Württemberg.

Recently, “Reflecting on North-South Partnerships – a Questionnaire” was revised and you were actively involved in this process. Could you explain to us what exactly this questionnaire contains?

The questionnaire, both the original and the current version, is aimed at partnership groups, especially those involved in North-South partnerships. The publication offers valuable suggestions for examining and critically thinking through partnerships at different levels. The questionnaire contains inspiring impulses and suggestions for action that can help to reflect on one's own work and cooperation with partners and, if necessary, change them.

We, the specialist promoters in the field of international cooperation and partnerships, have worked together nationwide to support partnership groups in their commitment and to provide fresh impetus for North-South partnerships. We hope that the questionnaire will be used as a useful tool not only to better understand cooperation, but also to actively improve it.

Why was the first questionnaire revised?

The revision was necessary because debates and perspectives on North-South partnerships have changed over time. In addition, new questions have emerged that critically question both the current situation and the historical development, while other questions have become less relevant. This has helped to ensure that the catalogue remains up-to-date and useful.

What topics are addressed in the revised version?

The new edition covers, among other things, current debates and topics that have often been ignored in North-South partnership work. These include important topics such as Decolonization, power-critical perspectives and global justice in partnershipsQuestions on the political dimension, human rights and gender equality are now also an important part of the questionnaire.

What advantages does the questionnaire offer for North-South partnerships?

I very much hope that the questionnaire will reach many partnership groups and be actively used. Because reflection within partnerships can Improve communication, start joint learning processes and generally enable conscious discussion among each otherThe questionnaire is flexible in its use, will certainly not be the last version and will continue to develop over time. The topics and relevance of the questions change over time. We would therefore like to encourage partnership groups to ask their own questions and to look for solutions together with their partners. To enable even wider use, we plan to translate the brochure into four more languages ​​(English, French, Spanish and Portuguese) so that partners in the Global South can also work with the catalogue.

What other recommendation would you like to give to partnership groups?

My personal recommendation for all those involved in North-South partnerships is to view partnerships as a learning field and to always be open to learning from the Global South.

There are new Future Fashion Experts

The Future Fashion Experts bring knowledge and methods about sustainable clothing and fair and ecological textiles to educational institutions.

On June 7th and 8th, we invited the Future Fashion Experts together with the umbrella organization for development policy in Baden-Württemberg (DEAB) to a training weekend at the academy. Knowledge was expanded and new experts were trained.

Fifteen Future Fashion Experts spent two days working intensively on Educational methods how they can make the textile value chain, the long journeys of clothing and global inequalities in resource use tangible. This can be done, for example, with the EPIZ World Game.

Future Fashion is always about theory (information and knowledge transfer about sustainable clothing) and practice. Upcycling You can never learn enough, which is why the experts have developed new workshops with screen printing and hole-drilling. If many people can do this and do it, we can avoid textile waste and save resources for the production of clothing.

Because Future Fashion in Baden-Württemberg is part of  Education for Sustainable Development (ESD) and thus the sustainability strategy, basic training on how ESD works and where it takes place was an important part of the training. Here, we worked out how sustainability issues can be integrated into educational processes and educational locations. This enables our Future Fashion Experts to work better with teachers and trainers and supplement educational offerings with interesting workshops and practical units.

The most important ingredient needed for change and learning, however, is motivation. Francine Feuné, herself a future fashion expert and author, provided inspiration for this. She gave an exclusive reading of her Book “My Family, My Life” held and with the other experts Skill sharing for your own motivation and commitment to change.

100 VOICES FOR GLOBAL RESPONSIBILITY: AT THE REGIONAL DEVELOPMENT POLICY CONFERENCE IN KARLSRUHE, COMMITTED FROM BADEN-WÜRTTEMBERG MEET REPRESENTATIVES OF THE CITY OF KARLSRUHE, THE MUNICIPALITY AND THE STATE POLICY AND PUT THEIR CONCERNS ABOUT GLOBAL JUSTICE ON THE POLITICAL AGENDA.

Around 13 people came together in the Karlsruhe Tollhaus on June 2023, 100 under the motto “Global responsibility concerns us all!” There they discussed with Karlsruhe's mayor Frank Mentrup as well as state secretary Rudi Hoogvliet, representatives of the state government and the state parliament at the development policy regional conference about how digitalization can contribute to reducing global inequalities and what civil society needs in its commitment to greater global sustainability.

In workshops, participants had demands from the areas of sustainable agriculture and nutrition, climate justice, migration and young engagement, education for sustainable development and global learning, drones and peace, inner development goals, fair trade, international partnerships with the Global South and social issues entrepreneurship developed. For example, the “Women of Impact” workshop was about feminist development policy and equal access to resources such as education and work for all people. The workshop “Climate Justice, Migration and Young Engagement” dealt with the central topics and target groups for questions of global justice. After the input lecture by Prof. Dr. Sama Mbang (TecFactory of Mercedes-Benz Cars Operations, Daimler) discussed the topic of “Digitalization and global inequalities: a global challenge for the common future”, Courtney Okolo (SIMAMA STEHAuf e.V.), Geraldine de Bastion (connective) and Prof. Dr. Robert Lepenies (Karlshochschule) on the podium about the potential of digitalization to reduce global inequalities.

Praise for civil society – Mayor Mentrup and State Secretary Hoogvliet pay tribute to their tireless commitment to Agenda 2030

Numerous committed civil society actors have been working for a more sustainable world for many decades. Mayor Mentrup acknowledged the contribution of those involved: “The realization of the 2030 Agenda with its 17 goals for sustainable development will largely depend on the performance and willingness to innovate of cities worldwide and their citizens. The many civil society associations, initiatives and groups in the municipalities play a special role here. I welcome the development policy regional conference as a platform for the exchange of expertise and experiences between organized civil society, the administration and the citizens of the region.”

Rudi Hoogvliet, State Secretary for Media and Development Policy, who represents Baden-Württemberg as the state's representative in Berlin, emphasized: "The development policy regional conference in Karlsruhe shows once again what great development policy commitment we have at the local level in our country" and continued “In view of many different crises and major debates about the problems in our globally networked world, meetings like today's are a strong counterpoint.”

Invitation from the country's experts for more global justice

The development policy regional conference was held in 2023 by the Karlsruhe association SIMAMA - STEHAuf, which is part of the One World Promoters program with regional promoter Sylvia Holzhäuer-Ruprecht. The One World Promoters are contact persons for all people in Baden-Württemberg who are looking for solutions to questions about more global justice. Be it in the areas of supply chains and fair trade relations, or questions about how more global sustainability can be brought to schools or what colonial history actually has to do with our lives today. The sponsor of the One World Promoters program is the umbrella association for development policy Baden-Württemberg e.V. (DEAB). The One World Promoters program emerged from the state's development policy guidelines, which formulate how global responsibility is politically anchored in Baden-Württemberg. The program is financed by the federal and state governments. The promoters have been contributing every day for ten years to implementing these guidelines and winning over both the political levels and citizens. Their excellent networking and specialist knowledge are an important resource for development policy actors in Baden-Württemberg. The regional promoters promote One World work, support those who are committed and win new actors in their respective region.

Asked at the regular development policy regional conference as part of the World: Citizens dialogue format! Representatives of local politics, state politics and the Council for Development Cooperation exchange ideas with the development policy base and those involved in the region about current issues of global inequalities. The Baden-Württemberg Development Cooperation Foundation coordinates the Council for Development Cooperation, which advises the state government on development policy issues.

Development policy as a question of future viability

170 voices for global responsibility: At the state development policy conference in Stuttgart, Baden-Württemberg activists met representatives of state politics and put their concerns about global justice on the political agenda.

On April 15, 2023, around 170 people came together in the International Congress Center at Messe Stuttgart under the motto “Develop Baden-Württemberg – Global responsibility begins with us!” They discussed with representatives of the state government and the state parliament what needs to happen at a political level in Baden-Württemberg so that we don't live at the expense of others.

Baden-Württemberg, Berlin and the world

Rudi Hoogvliet, State Secretary for Media and Development Policy, who represents Baden-Württemberg as the state's representative in Berlin, sat down with members of the state parliament, organizations and those involved in the development policy map in Baden-Württemberg to discuss global future issues. The One World Promoters, who are experts in development policy in the country, invited the event. They are contact persons for all people in Baden-Württemberg who are looking for solutions to questions about more global justice. Be it in the areas of supply chains and fair trade relations, how more global sustainability can be brought to schools or what colonial history actually has to do with our lives today. The sponsor of the One World Promoters program is the umbrella association for development policy Baden-Württemberg e.V. (DEAB).

“The state government stands by its global responsibility, its educational work at home, the Baden-Württemberg development policy alliance and especially the ‘One World Promoter Program’, because we as a society will only achieve the 2030 Agenda together. I see development policy as a cross-sectional task of the state government, because we need a coherent, cross-departmental policy in order to achieve serious and ultimately productive cooperation for both sides. The global south needs us, but we need the countries there just as much,” said State Secretary Hoogvliet.

Members of the state parliament are very interested in issues of global responsibility

The members of the state parliament Josha Frey (Greens), Sebastian Cuny (SPD), Tim Bückner (CDU) and Georg Heitlinger (FDP/DVP) were represented at the conference with stage statements. Other members of the state parliament took part in the conference and took part in the content offerings organized by the One World promoters. Questions of global justice were discussed in nine workshops: for example, the global food transition and fairer supply chains, educational partnerships and migrant perspectives on the United Nations' Sustainable Development Goals.

“The One World promoters in BW have an enormous amount of knowledge, specialist expertise and skills, have built up both regional and national specialist networks and are in regular contact with them. “It is therefore important that politics and administration, at local and state level, take the cooperation with the One World promoters seriously, call on their expertise and competencies and use them in a targeted manner,” said Dr. Dolgor Guntsetseg, who took up her new position as network coordinator of the One World Promoters Program Baden-Württemberg at DEAB in April and is therefore the successor to Claudia Duppel.

The country's experts for more global justice

The One World Promoters program emerged from the state's development policy guidelines, which formulate how global responsibility is politically anchored in Baden-Württemberg. The program is financed by the federal and state governments. The promoters have been contributing day after day for ten years to implementing these guidelines and winning over both the political levels and citizens. Their excellent networking and specialist knowledge are an important resource for development policy actors in Baden-Württemberg. They are the ones who prepare the results of the conference and make them available digitally so that they can be followed up by state politicians, the Council for Development Cooperation and other actors. About the development policy state conference

Asked at the annual state development policy conference as part of the World:Citizens dialogue format! The development policy base has the opportunity to contribute their ideas and initiatives and thus actively shape the country's development policy. The Baden-Württemberg Development Cooperation Foundation coordinates the Council for Development Cooperation, which advises the state government on development policy issues and invites people to the state conference.

175 development policy organizations and networks in Baden-Württemberg, a total of over 400 groups and organizations, form the umbrella organization Development Policy Baden-Württemberg e.V. (DEAB). The central tasks of the umbrella organization, founded in 1975, are to support its members through information, advice, networking, training and the political representation of their concerns to politicians and the public. In addition, the DEAB office in Stuttgart is a service point for questions relating to global responsibility and sustainability. State politics, global learning, fair trade and intercultural openness are currently the focus of the work. DEAB is the publisher of the Südzeit journal. Anyone can get involved in the development policy state conference – no special prior knowledge is necessary.

In 2023, the state development policy conference will belong entirely to the state's One World promoters: they will design the program, invite people to workshops and take their input into state politics.
