New: Handbook on local development policy

The “Handbook on Municipal Development Policy” is a guideline with many practical examples for municipalities. It was created in cooperation by the Baden-Württemberg Development Cooperation Foundation (SEZ) and the Baden-Württemberg City Council.

The handbook contains 140 pages of information on the topic of sustainability, local development policy, guidelines for your own actions and best practices from municipalities across the country, as well as addresses of contact and contact points. The handbook shows that municipal development policy is more than just partnership work and that it has many interfaces with traditional municipal areas. With its many examples, the handbook encourages action and shows many ways to make communities more “suitable for grandchildren”.

The 2030 Agenda with its 17 sustainable development goals addresses municipalities directly with Development Goal 11. It is a call to make cities and communities more sustainable. Municipal development policy has always been an essential element for the SEZ's partnership work.

“For us, development policy begins right on our doorstep, i.e. in the community. The Baden-Württemberg Association of Cities is a very important partner for us because it has a direct line to the municipalities,” says Philipp Keil, the managing director of the SEZ. “We bring our experience and knowledge from our many years of work in development policy and development cooperation. This is the perfect combination to address global responsible action in the municipality.”

More global sustainability in municipalities

A “dare you checkout” in the supermarket, where customers can examine the ecological footprint of their purchases, is one of these ten suggestions. A matching platform with which cities in Baden-Württemberg can find the right partner city for them in the global south is another.

In total, the participants of the 7th Stuttgart Forum for Development, which was organized by the Baden-Württemberg Development Cooperation Foundation (SEZ), developed ten ways to promote globally sustainable development in and with the municipality. They primarily focused on the areas of digitalization, procurement, business and culture. In order to ensure the most creative approach possible, the design thinking method was used in the various workshops. This not only ensured that all the walls were covered with colorful Post-Its, but also ensured that the participants had to think outside the box and approach problem solving in a playful way.

A methodical approach with tangible results, which also found an open ear from Minister of State Theresa Schopper, who is also chairwoman of the SEZ Board of Trustees. “I think your ideas are important and correct. I will take them with me and feed them into our homes.” Because, said the minister, in view of the global crises and the fact that there are only ten years left to implement the 2030 Agenda, we need to step up a gear. It is important that the much-vaunted solidarity with the global south is backed up with action, both at the federal and state level and in the local area. “With the ideas workshop today at the Stuttgart Forum, we made a really important point.” She emphasized the “reliable structures and contacts” at the municipal level and pointed out that the state should strengthen the development policy of the municipalities and expand existing networks even more clearly want to interweave with the federal level.

Development begins in the communities

“Development begins locally and very centrally in the municipalities,” said Philipp Keil at the opening of the 7th Stuttgart Forum for Development (SFE). In his speech, the Executive Board of the Baden-Württemberg Development Cooperation Foundation (SEZ) emphasized the need for local responses to the global responsibility that we all have.

The Covid-19 pandemic is forcing us to rethink and find answers to the question of where we want to develop. “With this year’s Stuttgart Forum for Development, we want to provide impetus and find new ways in which development policy can be understood in municipalities in the future. Because local development policy means making communities suitable for grandchildren.”

In her lecture, Prof. Chirine Etezadzadeh dealt intensively with the municipalities of the future. She noted that there is “a mood of optimism that we must take advantage of” around the world. We would have the chance to realign our economy and return production to the regions and municipalities. This would also contribute to greater resilience in communities. “We need resilient cities, we need a culture of resilience that is based on social cohesion,” said Etezadzadeh. The prerequisite for this is sustainability: “There is no sustainability without resilience and no resilience without sustainability.”

A key prerequisite for this is a smart infrastructure; However, according to Etezadzadeh, digitalization should not lead to technical dominance. Rather, digital consumer education and digital inclusion of all age groups is a task for municipalities. This citizen orientation is important because this is the only way the Smart City of the future can succeed. Given the amount of data needed for a smart city, she demanded: “In Germany, we have to ensure that people are self-determined and independently decide how their data is handled.” For this, an Ethics Council for Artificial Intelligence is needed.
